- A group of 21 Democratic AGs filed a lawsuit to block an Executive Order that directs the Institute of Museum and Library Services, the Minority Business Development Agency, the Federal Mediation and Conciliation Service, and four other agencies to reduce their statutorily mandated functions and associated staff to the minimum required by law.
- The complaint alleges that the Order, which also directs the Office of Management and Budget to deny the agencies authorization to spend federal funds for any functions beyond the minimum required, is unconstitutional, violates the Administrative Procedure Act, and exceeds the scope of the President’s and agency’s constitutional and statutory authority. The AGs further allege that the Order will inflict immediate and irreparable harm by putting at risk hundreds of millions of dollars in grant funding that states depend on, and undermine library programs, economic opportunity, and the flow of commerce throughout the country.
- The AGs seek declaratory and injunctive relief barring the agencies from implementing the Order, as well as fees, costs, and other relief deemed proper by the court.
